I do not consider taxes as a charity.
Charity is what I do willingly, out of the goodness of my heart, as a result of my religious/cultural beliefs and something that I control (when to do, how much to do and who to give it to).
Taxes meet none of these criteria.
I do, however, consider taxes as a fee or a payment for services that I get (or am entitled to), such as roads, street lights, police/firemen, basic health care, employment insurance, etc.
We may argue whether the "fee" for such "services" is fair, low or high.
We may argue whether such "fees" are used effeciently or not.
We may argue whether the monies are being put to their intended use or whether they are being abused.
But charity is one thing it is certainly not.
