I contacted a couple different government branches and they all 'think' that I should be able to keep the TFWs under my business number when I take over the business, and simply send in a fax that updates the LMO with the new business number. However, I cannot find anyone to point at a document, a website, or any sort of quotable rule for this. The last thing I want to do is 'bank' on the verbal affirmation by a government employee about these employees futures with my business without having something to lean on document wise. It's interesting because this can't be an unusual or even rare scenario- yet the government is very fuzzy on giving me concrete information about this.

The situation is basically I am looking to enter the small business world by purchasing an existing fast food franchise that currently employs Temporary Foreign Workers.
I know the government is cracking down on these situations, and their permits and LMIAs will probably not be renewed after their contract term is expired.
